Update target cities

Replaces the cities the site's project targets for local visibility, and returns the new list. Other settings are unchanged. An empty list targets the primary market's whole country instead.

200OK

400Bad request. error_code is InvalidInput and errors is empty. cities is missing, has more than 5 entries, or contains a blank entry.

401Unauthorized. The credentials are missing or invalid.

403Forbidden. error_code is AccessForbidden, and errors[0].code names the cause: No code (errors is empty): the caller can't access the site. AeoPlanNotFound: the account has no active AEO plan.

404Not found. error_code is ResourceNotExist, and errors[0].code names the cause: AeoProjectNotFound: the site has no AEO project.

429Too many requests. The rate limit was exceeded.
