Move header element

Moves the specified header element to a new parent and/or position. parent_id is required; next_sibling_id places the element before that sibling (omit to append at the end).

The Page Elements v2 API supports Flex/Editor 2.0 sites only, not Classic Editor sites. Requests against Classic sites return HTTP 400: Page elements are only supported for flex sites.

Optional id of the sibling to place this element immediately before. Null appends at the end of parent_id.
