Create external shipping provider

Creates an external shipping provider from a live shipping-rates URL and an optional test shipping-rates URL, the endpoints Duda's ecommerce service contacts to retrieve available shipping rates for a cart. Returns the created provider.

Required scope: UPDATE_SHIPPING_PROVIDERS.
